Is Infrastructure Funding Allocated Equitably?
For each federal program, we compared a jurisdiction’s ranking for per capita funding received (measured by percentile) with that jurisdiction’s ranking among different demographic and need indicators. A number above 0 means the jurisdiction is overfunded by that program compared with the selected indicator, and a number below 0 means the jurisdiction is underfunded by the program compared with the selected indicator.
