How Jurisdictions’ Rankings Differ between Race-Neutral and Race-Conscious Housing Measures
Notes: Ranking for the percentage of occupied assisted housing units in racially or ethnically concentrated areas of poverty (R/ECAPs) is based on the 73 entitlement jurisdictions in our sample that have R/ECAPs. The remaining entitlement jurisdictions are omitted for this measure because they do not contain any R/ECAPs (23 jurisdictions) or because they only contain a small portion of a census tract designated as a R/ECAP (4 jurisdictions). For definitions of these measures, see our comment letter: Claudia Solari, Martha Galvez, Katherine Thomas, and Solomon Greene,
HUD Omits Race from Fair Housing Proposal: Public Comment on the Proposed Rule Change on Affirmatively Furthering Fair Housing (Washington, DC: Urban Institute, 2020).
